Open Source Sofware Country Intelligence Report – Kosovo 2025

Starting this year, the European Commission’s Open Source Observatory (OSOR) has published a dedicated Country Intelligence Report on the Republic of Kosovo.

It places Kosovo on the map of European digital transformation and provides a comprehensive look at where we stand with Open Source Software (OSS) as we aim for EU integration.

The report recognizes FLOSSK as the key NGO driving the open source movement in Kosovo. It highlights our role in advocating for open source in public administration and building bridges between the public sector and civil society to promote the sustainability and interoperability required for European standards.

While the report celebrates our digital infrastructure, it also highlights that explicit policy support for open source remains limited and is not yet a systematic priority. FLOSSK remains committed to closing this gap and ensuring Kosovo’s digital future is transparent, sovereign, and open.
